Perhaps the most important benefit we offer is our professional staff. As in any business, the quality of service is only as good as the people providing it. The current staff at RPAS includes seasoned professionals with a variety of pension and financial services credentials.
Burl Bachman

Burl Bachman, ASA, EA, MSPA

President and Consulting Actuary

Burl is the proud owner, President and CEO of RPAS. In his 42nd year as a consulting actuary, Burl oversees the delivery of design, installation, administration, government compliance and consulting services for all types of qualified retirement plans.

After completing his M.S. degree in mathematics following 3 years with the U.S. Army, Burl served with several regional and national actuarial consulting firms before joining RPAS in 1992. He has been a member of the Financial Planning Association of Central Virginia and served on their Board for 8 years.  In addition, Burl is a member of two national ESOP organizations, and has been a member of the Board of Directors of the Central Virginia Employee Benefits Council (President for 2012-2013).

As an Enrolled Actuary for over 35 years, Burl has been qualified to represent plan sponsors before the IRS on retirement plan matters. Additional actuarial credentials include Associate of the Society of Actuaries (ASA, 1980) and Member of the American Society of Pension Professionals and Actuaries (MSPA, 1992). Burl has spoken frequently at events for professional associations.

Burl and Pam, his wife of over 46 years, live in Midlothian, Virginia and have two grown children. An animal and nature lover, Burl enjoys walking every day, lake kayaking, occasional biking and hiking.

Sharon Bauer

Sharon Bauer

Administrative Assistant

Sharon joined RPAS in 2011 as Administrative Specialist/Receptionist providing administrative support to all RPAS professionals.

With over 35 years of secretarial and administrative support experience in a variety of industries including financial services and higher education, Sharon now enjoys the daily challenge of interesting work and family atmosphere with RPAS, where she hopes to continue her career for many years to come.

Sharon has lived in Mechanicsville with her family since 2004. She enjoys cooking, baking, ceramics, arts and crafts, spending time with her husband, family and cherishing her two grandchildren.

Lynn Colbe

Lynn Colbe

Plan Analyst and Consultant

Lynn joined RPAS in late 2016. She has attained the Qualified 401(k) Administrator (QKA) credential through the American Society of Pension Professionals and Actuaries (ASPPA) and is currently working to earn her Qualified Pension Administrator (QPA) credential.

In 1984, Lynn earned her Bachelor of Science degree in Early Childhood Education from Radford University.

Lynn has worked in the retirement plan industry for 23 years in many different capacities, from recordkeeping of daily valued plans to her current position as a plan analyst and consultant. She has been a plan analyst/administrator since 2008 and uses her technical knowledge and practical experience to assist her clients in all aspects of servicing their retirement plans.

Lynn was born in Richmond and, with the exception of five years in Portsmouth, Virginia, has been a lifelong resident. She currently lives in Midlothian, Virginia and has one grown son. When not working, she enjoys reading, traveling and spending time with her family and friends.

Amy Garber

Amy Garber

Senior Compliance Specialist and Consultant

In addition to the responsibilities above, Amy is now a member of the quality assurance unit within our Compliance Department. Amy has served as a Trust Accounting Specialist, then a Plan Analyst and Consultant since joining RPAS in 2005. Amy graduated from James Madison University with a B.A. in History.

Amy has over 18 years of experience in the retirement plan industry, including working for the retirement plan divisions of First Data Corp., PFPC and WyStar. She has attained the Qualified Pension Administrator (QPA) credential through the American Society of Pension Professionals and Actuaries (ASPPA). By attaining the designation of Enrolled Retirement Plan Agent (ERPA), Amy is enrolled to represent taxpayers before the Internal Revenue Service on retirement plan matters.

Amy was born and raised in the Richmond area. When not in the office, she likes to spend her time reading, bicycling and trying to keep up with her two sons.

Brooks George

Brooks George

Senior Plan Analyst and Consultant

W. Brooks George, III, who was born in Richmond and has been a lifetime resident of Richmond, graduated from James Madison University with a Bachelor of Business Administration degree in Finance. Brooks has worked more than 18 years in the retirement plan services industry, including a position with SunTrust Bank immediately before joining RPAS in 2003.

In addition to handling a large group of 401(k) and profit sharing plans, Brooks is the primary client contact for most defined benefit pension plans and several complex ESOPs serviced by RPAS. Brooks also serves as the Director of Production within RPAS.

When not working, Brooks loves to spend time with his family and enjoys playing golf.

Kathy Hickman

Kathy Hickman

Senior Plan Analyst and Consultant

Kathy has administered qualified retirement plans for over 28 years. She joined RPAS in 1988 and currently manages a large group of varied client relationships. She regularly consults with clients and investment professionals on the design and administration of all types of qualified plans, with an emphasis on defined contribution plans including 401(k) and cross-tested plans.

Kathy is a Qualified Pension Administrator (QPA) and she has a B.S. degree in Management from Virginia Commonwealth University. Kathy is an Enrolled Retirement Plan Agent (ERPA), a designation which enables her to represent taxpayers before the Internal Revenue Service on retirement plan matters. She is a member of the American Society of Pension Professionals and Actuaries and currently serves on the Board of Directors of the Central Virginia Employee Benefits Council.

Kathy is a native of Richmond, and she and her husband enjoy travel, kayaking and horseback riding.

Katie Krach

Katie Krach

Plan Analyst and Consultant

Katie joined RPAS in late 2015 as a Plan Analyst and Consultant. She is taking the examinations required to become a Qualified 401(k) Administrator (QKA) with the American Society of Pension Professionals and Actuaries (ASPPA).

Katie earned a dual Bachelor’s degree in Psychology and Business Mathematics from the University of Saint Francis in 2011, then went on to complete her MBA at Indiana Tech in 2014. Katie began her career in the insurance industry before transitioning into retirement plan administration.

In her spare time, Katie enjoys running, hiking with her husband and daughter, and spending time with her bulldog, Jersey.

Kathy Moran

Kathy Moran

Senior Compliance Specialist and Consultant

Kathy joined RPAS in 2011. Her professional credentials include Certified Pension Consultant (CPC), Qualified Pension Administrator (QPA) and Qualified 401(k) Administrator (QKA), attained through the American Society of Pension Professionals and Actuaries (ASPPA). By attaining the designation of Enrolled Retirement Plan Agent (ERPA), Kathy is enrolled to represent taxpayers before the Internal Revenue Service on retirement plan matters.

Kathy has earned a B.S. in Mathematics from the University of Scranton and an M.S. in Actuarial Mathematics from the University of Michigan.

She started her career as an actuarial trainee at Integon Life Insurance Corporation in Winston Salem, before moving to John Hancock in Boston. Since 1999, Kathy has worked in the retirement plan industry, and at RPAS, she is part of our conversion and quality assurance units within the Compliance Department.

Kathy worked and lived in Hong Kong for 5 years ending in 2010. It was an exciting 5 years but she is very happy to be back in Richmond for a second time after living here from 1993-1995. In her spare time, Kathy enjoys reading, hiking, gardening, yoga, playing mahjong and spending time with her grandchildren.

Kevin Moran

Kevin Moran

Plan Analyst Assistant

Kevin worked as an intern for RPAS over the summer of 2012 and joined the company in the fall of the same year. Kevin graduated from Lycoming University in 2009 with his B.A in Archaeology and Near Eastern Studies. He has worked in the field of retirement plans since 2010.

Holly Morris

Holly Morris

Holly joined RPAS in November 2016. Her professional credentials include Qualified Pension Administrator (QPA) attained through the American Society of Pension Professionals and Actuaries (ASPPA) and Accredited Pension Administrator (APA) through the National Association of Pension Administrators. By attaining the designation of Enrolled Retirement Plan Agent (ERPA), Holly is enrolled to represent taxpayers before the Internal Revenue Service on retirement plan matters.

Holly earned a B.S. in Business Administration from California State University at Northridge. In addition, Holly attained a certificate as a Corporate Paralegal from the West Los Angeles University of Law in 1987.

Since 1978, Holly has worked in all aspects the retirement planning industry, working for such companies such as Prudential, New England Life, MetLife and John Hancock before focusing on compliance and consulting services since 2003. Holly strives to provide the best possible service to her clients by keeping abreast of ever-changing government laws and regulations.

Although Holly grew up in Southern California, she spent 17 years in New England where she met her husband, with whom she moved in 2009 to the Eastern Shore of Maryland.

Marilyn Ramjohn

Marilyn Ramjohn

Chief Finance and Administration Officer (CFAO)

Marilyn has over 17 years of experience in qualified plan administration, recordkeeping and consulting. Before joining RPAS in 2003, she had over 20 years of experience within the retail banking environment, mostly in supervisory and management positions. Marilyn has an A.S. degree in Business Administration.

Marilyn has attained the Certified Pension Consultant (CPC), Qualified Pension Administrator (QPA) and Qualified 401(k) Administrator (QKA) designations through the American Society of Pension Professionals and Actuaries (ASPPA) and is currently a member of ASPPA. Marilyn also attained the Certified Retirement Services Professional designation (CRSP) through the Institute of Certified Bankers (ICB) and is currently a member of ICB. She is also an Enrolled Retirement Plan Agent (ERPA), which enables her to represent taxpayers before the Internal Revenue Service on retirement plan matters.

As CFAO, Marilyn oversees the Finance and Administration Department for RPAS, with direct responsibility for the following company functions: Accounting, Budget, Payroll, Human Resources and Operations. She also assists with the internal training and development of the RPAS team of professionals.

In addition to a love of history, Marilyn enjoys U.S. and international traveling and cooking.

Megan Schulze

Megan Schulze

Compliance Specialist

Megan joined RPAS in October 2014, after working as an assistant to an Enrolled Actuary for the preceding 7 years. Her professional credentials include Qualified Pension Administrator (QPA) and Qualified 401(k) Administrator (QKA), attained through the American Society of Pension Professionals and Actuaries (ASPPA).

Megan earned a B.A. in English from the College of William & Mary and also has a minor in Spanish. She started her career as paralegal for Kaufman & Canoles, P.C. and the Drug Enforcement Administration, before becoming involved with the retirement plan service industry for the last 8 years. Since joining RPAS, she is engaged primarily in handling plan conversions and transitions within the Compliance Department.

In her spare time, Megan enjoys long distance running, playing piano, and spending time with her husband and two sons.

Cindy Tresco

Cindy Tresco

Senior Consultant

Cindy, who joined RPAS in 2006, has more than 29 years of experience in the retirement plan industry, including handling conversions, plan administration and design, management and employee education. Her prior professional experience includes positions with William M. Mercer and Wachovia Bank.

Cindy has a B.S. degree in Information Systems from Virginia Commonwealth University and is currently working toward achieving the Qualified 401(k) Administrator (QKA) credential through the American Society of Pension Professionals and Actuaries (ASPPA). In addition to conversion responsibilities, Cindy is the Director of Compliance within RPAS.

Born in Richmond, Cindy traveled the world as an Air Force “brat” before relocating back to the Richmond area to complete high school and college. Cindy and her husband Robert have one daughter who recently entered graduate school. Cindy’s interests include reading, photography, traveling, and spending time with family and friends.

Diane Wilson

Since joining RPAS in 2007, Diane has provided full services for her own clients’ retirement plans while also handling the conversions and takeovers of new RPAS clients through 2011. Diane has more than 23 years of experience in qualified plan recordkeeping and consulting, with past experience within the banking and small plan consulting environment.

Diane has a B.S. degree in Business Economics from Randolph Macon College in Ashland, VA. She has held the designation of Chartered Retirement Plan Specialist (CRPS) with the College for Financial Planning and successfully received her Series 65 designation. She has also attained the credential of Qualified 401(k) Administrator (QKA) through the American Society of Pension Professionals and Actuaries (ASPPA).

Diane was born in Richmond and has been a lifetime resident. She loves to spend time with her family and enjoys an occasional bike ride in the Richmond area.

Kati has spent 20 years in the retirement plan industry and has a B.A. degree from the University of Virginia. At RPAS, Kati uses her experience and technical knowledge to assist clients in all aspects of plan administration, from the mundane to the most complex. Additionally, she is the Director of Professional Development within RPAS whereby she coordinates the internal training and development of the RPAS team of professionals.

Melissa was born in Raleigh, North Carolina and has since lived in various parts of the United States, including Alaska and Hawaii. Melissa and her husband now reside in Stafford, Virginia with their son. In her spare time, Melissa enjoys cooking, crafting, traveling and spending time with family and friends.
